In response to the devastating Grenfell Tower tragedy, the UK government introduced the Fire Safety (England) Regulations 2022, which came into effect on January 23, 2023. These regulations aim to enhance fire safety measures in multi-occupied residential buildings, ensuring the well-being of residents and property managers alike. Scope of the Regulations

The Fire Safety (England) Regulations 2022 apply to all non-domestic parts of multi-occupied residential buildings, including houses converted into two or more flats or houses with multiple occupations. New Requirements Under the Fire Safety (England) Regulations 2022

While the Fire Safety Order 2005 already requires responsible persons to conduct regular fire risk assessments and maintain fire safety precautions, the new regulations go further. In multi-occupied residential buildings with two or more sets of domestic premises, property managers must provide residents with relevant fire safety instructions, including information on reporting fires and evacuation strategies. Additionally, residents must be informed about the importance of fire doors, such as keeping them closed when not in use and reporting any faults or damages.

Fire safety information must be provided to all residents every 12 months, and new residents must receive this information as soon as reasonably practicable after moving in. In residential buildings with storeys over 11 meters but under 18 meters in height, annual checks of apartment entrance doors and quarterly checks of all fire doors in common areas are required.

Additional Requirements for High-Rise Residential Buildings

For high-rise residential buildings (containing two or more sets of domestic premises at least 18 meters above ground level or with at least seven storeys), property managers must provide additional information to Fire and Rescue Services. This includes keeping up-to-date electronic building floor plans, placing a hard copy of these plans in a secure information box on site, and providing information about the design and materials of the external wall system. Property managers must also undertake monthly checks on the operation of lifts intended for use by firefighters and on evacuation lifts, as well as check the functionality of other key pieces of firefighting equipment.
